The quality of urban areas is shaped by a complex combination of factors including formal regulations and policies.  These are blunt tools through which to establish a local culture of positive place making and have often been linked to the delivery of sub-standard developments.  Informal tools of urban design governance utilise the soft powers of government.  They place their users in the position of enablers, advocates or brokers rather than as regulators or direct investors in development.  They offer the potential for a place-focussed approach to design and development.
This workshop will examine the nature of these informal tools and some of the challenges for urban design governance.  It will explore three different scales of intervention – national, city-wide and local.  Collectively workshop participants will attempt to address the questions:
  • When are informal tools preferable to formal ones?
  • At what scale is urban design governance best delivered?
  • How should governmental and non-governmental actors interact to deliver urban design governance?
